If you want to make a formal submission to a Council document that is out for consultation, you can do this from here:

Tip for submitters: If you are attaching a document to an online submission that is bigger than 10 mb, this may not be successfully received by Council. We're looking at ways to fix this right now - in the meantime we suggest you might want to either reduce the size of your document or email it to us in chunks of 10 mb instead.
